The Basic Work is to guide by Benefit and to prepare Legal system CHEN Jia-min (Qian Xi Nan Administrative College, Xingyi; 562400, China) Abstract: West China lacks investment mostly in its great exploitation, and the source of the investment is mainly from the foreign and domestic non-governmental capital. In the society of market economy, investing of the non-governmental capital has the nature of seeking benefit and demand for safety. So the basic work is to guide by benefit and to prepare legal system in the great exploitation of West China. We must attract the foreign and domestic non-governmental capital by the peculiar benefit of West China according to the rules of market economy. Meanwhile we must do the work of legislation well to provide a safe environment of investment and the perfect legal service.
